Why would you want to install both libjpeg-progs and libjpeg-turbo-progs? "apt-cache depends libjpeg-progs" tells they conflict and replace each other.
I noticed similar issue after upgrading from Trusty to Xenial. Both packages were installed. I resolved that by purging libjpeg-progs. I did not want to purge libjpeg-turbo-progs, because jhead depends on it and I wanted to keep it.
