I would strongly advice against this for the RTM timeframe. System- settings and the wizard are two separate applications and implementing the "Connect to hidden network" inside the wizard right now is not trivial.
I would suggest postponing this to ota-2, when hopefully we have Connectivity API abstracting the hidden network creation and making it straight forward to add the feature to the wizard as well.
