Make cupsd determine language based on LANG enviroment variable (at
least) if nothing is set up in cupsd.conf

Bug description:
If the environment variable `LANG` is set and there's no language
related option set in `cupsd.conf`, there's no reason to not let
`cupsd` determine it's language based on the variable. IMO the default
setting in `cupsd.conf` could be that `cupsd`'s language setting is
determined based on LANG, too.
