Your low graphics mode is because the system is stuck in recovery mode
with the 'nomodeset' kernel option:

To fix this, please reboot and tap Escape immediately as soon as you see
the first purple screen. Now navigate the menus and find the default
kernel option that is not recovery mode.

  I have problem login since update to 18.04 last week.
  I tried to boot to recovery mode but got a message with low graphics mode.
  I tried to install intel driver again but I have the latest version.
