CUPS attached printer always paused

Bug description:
CUPS network printing has not worked for several weeks now. I can
print to the printer from the system it is physically attached to by
USB; the printer shows as Idle-ready to print. But from another
computer on the same LAN the printer shows as paused and all of the
print jobs as held.
