Public bug reported: After upgrading to Ubuntu 18.10 from Ubuntu 18.04, when logging in my one of my two external displays will not be activated without hotplugging the other external display. The display settings app shows the second display as inactive, and when trying to activate the settings app states that some hardware limitation stops it from being possible to apply the change. The laptop lid is closed, the internal laptop display is not active.
Hotplugging the other external display solves the problem - after hotplug both external displays are active. This makes the bug annoying but workaroundable. I am not sure if this bug belongs to the Xorg package or the linux package.
