This has been broken for years. In this thread they kicked it up to Debian and 
marked it closed.

I would love to have the distributed package of curl support *all*
protocols supported by the curl project including SFTP.

  SFTP Support ! Still nothing ?

Bug description:
  Hi,

  I don't understand why I can't use on a fresh install of Ubuntu 13.04 some 
tools relying on curl with SFTP support. I have to recompile curl myself and it 
cause tons of errors when I run apt-get upgrade. It would be nice to have the 
possibility to enable it easily. 
  It's around 1+ hour to compile everything.
