I've just tested and had the same problem on Fedora 28, so it is highly
likely that it is my fault (user error) or syccuxas01.pcc.edu's fault
(server error).

  libc6 is already the newest version (2.28-0ubuntu1)

  I created symlink to libc.so.6 to see if that was the problem:
  sudo ln -s /lib/x86_64-linux-gnu/libc.so.6 /lib64/libc.so.6
  yet the problem persisted

  Does this have anything to do with
  [https://wiki.ubuntu.com/MultiarchSpec Multiarch]?
