Well, come to find out I had no data connectivity on my cellular
network, regardless I think whoopsie should be a bit more informative
here.

Bug description:
  Looking at my /var/log/upstart/whoopsie.log I saw the following. My
  wifi connection was disabled, however I had cellular and data
  connectivity.  Notice that whoopsie just says that it is offline and
  cannot reach daisy.ubuntu.com, while it should indicate what the
  default route is and that it is a paid data plan.
