Title:
/usr/local/games is after /usr/games in the default PATH (instead of
  before)

Status in “pam” package in Ubuntu:
  New

Bug description:
I'm reporting this bug after asking this question in Ask Ubuntu:
  http://askubuntu.com/questions/422605/why-is-usr-local-games-after-
  usr-games-in-the-default-path

The default value of the PATH environment variable in Ubuntu is:
/usr/lib/lightdm/lightdm:/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/games:/usr/local/games
(the lightdm part may or may not be there)

/usr/local/games appears after /usr/games instead of before.
This seems to be a mistake. I think /usr/local/games should appear before
/usr/games, more so considering that the other two "local" directories appear
before the non-local ones.

This default PATH seems to come from /etc/environment, and this file is
created by libpam-module's postint script (the answer to the Ask Ubuntu
question explains this).
This is specific to Ubuntu. Debian apparently has the directories in the
correct order.

I'm using Ubuntu 13.10, but I think this "problem" already existed
  before.
