I uploaded shadow_4.5-1.1ubuntu3_source.changes to eoan. We need to SRU
this to xenial/bionic to have it in UC16/UC18.

Bug description:
snapd needs the ability to call 'groupdel --extrausers foo' to clean
up after itself, but --extrausers is currently unsupported.
