Running in VirtualBox with Ubuntu MATE 20.04 20200119 daily. I can confirm that this behavior exists.
However, following the steps listed to reproduce this I was unable to get this to occur. Performing the steps multiple times. On the 3rd attempt this behavior manifested itself.
