Sound Crackles and does not play back properly

Bug description:
Ver. Edubuntu 10.10 - the Maverick Meerkat - released in October 2010.
Does not matter if it is the starting system sound, Cd, Internet
sound, it just crackles badly and skips during play back after my
upgrade from 9.4 to 10.10. This continues even after a fresh install
of the OS on a clean drive. The sound card I am using is a Sound
blaster 5.1 sound card standard in dell systems from its day. Audio
was working in Ubuntu 9.4.
