[USB-Audio - Samson C03U ] Recording problem

Bug description:
usb mike is muted (often) on start up. Since this is the only mike on
the system, this behaviour is distinctly irritating. I can unmute in
preferences/sound it but this too techy for some members of the
family.
This annoyance has been around for several releases (but mercifully
absent in 10.04) so peeved to find it back in 10.10.
Would editing alsa-base.conf get rid of it since the pulse controls
don't seem to touch the problem?
Bound to comment sound is now the only major thing which doesn't just
work (and stops me recommending ubuntu since I don't want demands to
come and fix it).
