Public bug reported: I have performed a fresh install of Ubuntu 18.04.4, Ubuntu 19.10, and Ubuntu 20.04, as well as Fedora 31 and all of them have this issue with this audio codec. On Windows 10, sound plays perfectly when waking from sleep, whereas on Ubuntu there is this strange 'crackling' sound that occurs when some playback is happening. Laptop is the HP Pavilion x360 Convertible 14-ba0xx.
