does not upload foreign reports verbantim

Bug description:
I installed a VM, typical desktop installation. Ubiquity package is not
installed in the VM at this point.
I ran apport-cli --save ubiquity.crash ubiquity and answered the questions &
authorized to collect all debug logs
Then I transferred the crash file to my regular host machine.
Upon using apport-cli ubiquity.crash to upload it, I was re-prompted with
questions and reauthorized log collection.
The ubiquity.crash file got overwritten with my host machine report and the
result got uploaded as a bug report.
My expectation was that the foreign machine ubiquity.crash gets uploaded
verbantim.
Please note, that on my host machine ubiquity package is installed.
