Keyboard softkeys do not work when an application is full screen

Bug description:
The keyboard softkeys that control volume on my laptop do not work if
an application is full-screen.
There are no apps that will be using the softkeys so there's no need
for them to take control.
As an example:
1. Use the softkeys to set a volume.
2. Load 0ad.
3. Attempt to change the volume.
4. No change.
I have to exit whatever application it is in order to change the
volume, which is far from ideal.
This is probably logged under the wrong package but I just followed
the ubuntu-bug instructions as I do not know which package is
responsible.
