Bug description:
On Ubuntu 16.04 machines which are still running upstart for init the
apt upgrade of libjson-c2 to 0.11-4ubuntu2.1 causes upstart to crash
and leave the machine unusable until rebooted.
This has occurred on 5 virtual machines running on QEMU/KVM.
