It looks like the suspend is initiated during GDM session
initialization. From syslog:

Title:
Notebook suspends during boot when booting with lid closed

Status in systemd package in Ubuntu:
  New

Bug description:
When I am booting notebook with external monitor connected (either
directly or through a docking station) and the lid closed I enter the
full disk encryption password and a moment later the notebook goes to
suspend state (suspend to RAM) before the GDM login screen shows up on
the monitor. When I wake the notebook using the power button on the
docking station (the lid is still closed) everything then works
  correctly.

It does not matter if the power supply is connected or not.

The problem shows up in over 95% of cases. (At least once the notebook
  booted normally.)

The Ubuntu was originally installed in version 19.10 then upgraded to
20.04. The problem was present in the version 19.10 already. No power
management or booting changes done outside of the standard GUI
configuration tools. It is installed in UEFI mode on Lenovo ThinkPad
  T540p.
