intermittent issues frequently are not easily reproducable, and sometimes require specific system configuration that can't be completely identified and duplicated, even by those experiencing the bug. Expecting all SRUs to have a reproducer is a noble goal, but unrealistic. I suppose you could reject this upload and leave the bug in systemd in Bionic?
