Yeah, I've noticed this some time ago... I'm sure I even filed a bug... But can't find it now. Don't have a good explanation either. It's either that CPU spikes after wake up (if you wait a few seconds before typing your passcode, can you still reproduce this?)... or some of the first input events after suspend get lost.

I type pretty quickly, but this is only on the first time of unlocking after (for example) removing my phone from my pocket. If I get the code wrong, and wait a second then try again, I can type at the exact same speed or faster and it's fine. It's like one of my key-presses are dropped. It's frustrating as it happens every time I unlock my phone, unless I put a deliberate pause in between each digit. Happy to try and catch a video of it if nobody else can reproduce.
