Issue found on with 5.4.0-1016.16~18.04.1-oracle on both
VM.Standard2.1 and VM.Standard2.16
Test failed with:
FAIL: lxc-tests: lxc-test-device-add-remove (1s)

Adding /dev/network_latency to the container (device_add_remove_test)
failed...
This issue can be found on oracle : 5.4.0-1011.11~18.04.1 on
VM.Standard2.16 but passed on VM.Standard2.1
