Bug still present in ubuntu-rtm/14.09-proposed-customized 14.10 r214;
reopening. Now the screen has its own title (good!), and it isn't
completely empty, but only because it contains the same awkward text as
the parent screen did (bug 1389192). If the parent screen was
sufficiently explanatory, you shouldn't be able to get to this screen at
all. But if you can get to it, it should contain much more -- for
example, a semi-transparent mockup of how the screen might look once you
set up your account.

If unity8 isn't the appropriate place for this bug report, please move
it there. I can't be expected to know the name for a project that isn't
listed on <https://wiki.ubuntu.com/Avengers>.
