Screensaver activates and asks for password even though I have
disabled it

Bug description:
In System Settings > Security & Privacy > Security, "Returning from
blank screen" (under "Require my password when") is unchecked. Also,
in System Settings > Brightness & Lock, "Lock" is set to "OFF", and
"Turn off screen when inactive for" is set to "Never".
Despite this, the screensaver turns on when I leave the computer, and
I am prompted to re-enter my password to get back in.
