Opening any app from launcher is always partially hidden behind
desktop menu

Bug description:
Any app starts partially hidden behind the menu at the top of desktop. There
is no way to use the cloxe (x) minimize(-) or maximize (o) buttons. And the
menu (if used inside the window) is invisible too.
It is possible to drag down most of the apps, but the area to click and drag
is very narrow.
I'm using a 13 MacBook Air.
