I can reproduce this:
$ shopt -s failglob
$ ssh bash: no match: /etc/ssh/ssh_config.d/*.conf
but I believe the bugs belongs to the bash-completion package.

Bug description:
$ ssh <tab>
ends up looking like
$ ssh bash: no match: /etc/ssh/ssh_config.d/*.conf
$ _
I have shopt failglob set in my bashrc as a personal preference and most
other packages' tab completion can deal with that.
