Firstly, no, I don't think this is YouTube specific. Haven't yet gotten around to looking into this issue but I would expect the same behaviour for any scope using OA.
Secondly, bare in mind that the splash screen only shows up when the access token held for a particular scope has requested (it hasn't yet got it, or it has expired). If you want to recreate the splash screen issue do the following: 1. Go to Settings->Accounts. 2. Remove your Google account(s) (if you have any). 3. Add your Google account. 4. Open the newly created Google account and enable Youtube. 5.
