Title:
  Pulse Audio 15.99.1 Simultaneous Output "Set as fallback" Not Working

Status in alsa-driver package in Ubuntu:
  New

Bug description:
  I have a new install of Ubuntu Studio 22.04 which came with Pulse
  Audio 15.99.1. Simultaneous Output "Set as fallback" will not stay.
  After selecting the button I then adjust the volume and the system
  adjusts the volume of my first sound card.

  There is a PA v16.1 out now that fixed a unstable combined-sink. Not
  sure if that will correct the fall back problem. Any guidance will be
  helpful. I do remember installing PA from scratch is a nightmare and
  wouldn't know where to start. I would consider without detailed
  instructions.

  Please keep me in the loop on this progress. Looking forward to trying
  KDE on 22.04 but I require whole house volume control.
