mode(Broadwell + AMD Topaz XT Radeon R7 M260)

Steps to reproduce:
1. install amd fglrx driver and switch iGPU mode.
2. reboot and issue will happen.
3. after another reboot, issue will disappear and swrast_dri.so would load
successfully, xorg could start successfully.
