  WiFi setting has no visible networks (Intel Wireless-AC 9560)

Bug description:
  With ubuntu 22.10, I can not see any AP in WiFi setting. It's ok on
  previous versions. The driver is okay since I can scan with iwlist
  tool. Below are more details.
