wayland : no uppercase accented characters with capslock

Bug description:
Until Ubuntu 23.04, with the "french alternative" [français (variante)]
keyboard, capslock gave you directly uppercase accented characters (like É È À)
from the keys 2, 7 and 0 of the fifth row of the keyboard.
With 23.10 Mantic, it has disappeared with Wayland (you get é, è, à) BUT it
works like before if you connect with Xorg.
