Using Ubuntu 20.04 and 22.04 I'm not seeing the reported issue.
There have been no comments supporting the reported bug for over 11
years so as the status is 'Confirmed' I'm closing this as being fixed.

Expected:
Opening files in gview/gvimdiff (both /etc/alternatives point at vim.gnome)
that do not fit in the window should result in scrollbars the same way they do
in gvim.
Instead:
No visable scrollbars. Clicking and holding in the area where I would expect
a scrollbar sometimes produced the scrollbar that is present in Gnome Terminal.
This is not the same scrollbar as present in gvim and it is only visible while
you click and hold.
