Sorry, This is not a bug with sqlite. It is a bug with the software
updater.

I tried to search for the "software updater" package but the package-
search feature in the bug reporter gave me this error:

Bug description:
  The auto software updater appeared and asked if I wanted to install
  new packages. I said yes, it started working and then showed me
  several of the automatic "a problem has occurred" boxes. I clicked
  "send" on each. The three bug titles it attempted to make were:

  package libsqlite3-0 3.42.0-1 failed to install/upgrade: unable to
  create '/usr/lib/x86_64-linux-gnu/libsqlite3.so.0.8.6.dpkg-new' (while
  processing './usr/lib/x86_64-linux-gnu/libsqlite3.so.0.8.6'): Read-

  package distro-info 1.5 failed to install/upgrade: unable to create
  '/usr/bin/debian-distro-info.dpkg-new' (while processing
