According to the debian rules for the noble opencv package IPP is
currently not enabled
(http://archive.ubuntu.com/ubuntu/pool/universe/o/opencv/opencv_4.6.0+dfsg-13build5.debian.tar.xz)
For many algorithms, e.g. cv::matchTemplate() IPP increases the
performance significantly.
Please activate WITH_IPP=ON for the noble package? (FYI - we also asked
Debian regarding this flag)
