i am pretty sure this is simply the same as bug 1377332 the core issue with cgmanager from this bug was never fixed (it is in critical, incomplete and unassigned state) only workarounds have been put in place to hide the symptoms in ubuntu-app-launch. the actual crash/breakage was never fixed.
