Thanks for the bug report. It appears this USB device is the wireless
receiver for the mouse:
Bus 001 Device 007: ID 3151:3020 YICHIP Wireless Device
and some googling is telling me that other people have connection
problems with the same device.
Since the wireless part of this setup is done entirely in hardware and
Linux is not involved (it should be treated like a wired mouse), this is
not a Linux bug. I recommend changing to a different model of mouse.

Wireless Mouse Connecting after delay

Sometimes my mouse connects on just boot up or when I plug in mouse.
While most of the times it just does not connect. If I just let it be,
it gets connected automatically but almost never first time. Also
sometimes it work when I change port, it works but rarely.
