Hello Gianfranco, or anyone else affected, Accepted speex into oracular-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/speex/1.2.1-2ubuntu2.24.10.1 in a few hours, and then in the -proposed repository.
