Bug description:
In the blog post announcing the Questing Quokka desktop roadmap, Loupe
was announced as the new default image viewer application:

The MIR process could not be completed in time for Feature Freeze, so
we are requesting a Feature Freeze Exception to complete the seeding
change adding loupe and removing eog from ubuntu-desktop-minimal.
