When using pam_extrausers.so, unix_chkpwd seems to need to read
/var/lib/extrausers/shadow during pre-auth. And that fails to read the
shadow file. Which prevents users to login through ssh. This issue
affects Ubuntu Core (the preview using 25.10). See
