having ubuntu-launch-app using systemd is orthogonal to this issue, in
the current config upstart is still used for the user session and
working correctly, only the system init changed

Bug description:
  Using unity8 desktop on vivid, when booting with systemd it's not
  possible to start applications from the unity8 dash, that could be an
  issue with ubuntu-app-launch/cgmanager
