Hi,
We have activated the carrier's service of call conference and try to merge 
calls. When we try it the one which is on hold is hung off.  Is this not 
implemented yet?

  Steps to reproduce the issue:
  1.- System Settings -> Phone -> Call waiting -> Activated
  1.- Open dialer.
  2.- Make a MO Call to DUT2.
  3.- When call connected, on hold it.
  3.- Use DUT3 to call DUT1.
  4.- Call should appear on screen to answer or reject it.

  Currently result:

  Call from DUT3 to DUT1 while on hold can’t be answer or reject it
  because it doesn’t appear on screen.

  Expected result:

  Some networks permit this service, and some don't. In the case where
  the network does not permit call waiting or (related) call merging,
  some sort of UI should be presented, similarly to other handset OS.

  Reproducibility:

  100%
