I confirm this on krillin/devel-proposed 122. It happens every time,
even by restarting the wizard without reflashing.

Test case.
- Flash the device with devel-proposed channel (Vivid).
- Go to the wizard.
Expected result.
- Language selection is presented first.
Actual result.
- SIM PIN page is presented in English. Language selection should be first.
