the udev rules to prove some more drivers, perhaps one got in the way
for you. Can you please install ubuntu20.9 (the old, working udev),
activate the modem, do

  lsmod > ~/modules.old
  dmesg > ~/dmesg.old

. Then upgrade to current udev (i. e. ubuntu20.10), try to activate the
modem (i. e. you get a failure), then do

  lsmog > ~/modules.new
  dmesg > ~/dmesg.new

and attach modules.old,  dmesg.old, modules.new, dmesg.new here? Thanks!

  udev-204-5ubuntu20.10 breakes usb_modeswitch

  Incomplete

Bug description:
  usb_modeswitch doesn't work after upgrade from udev-204-5ubuntu20.9 to
  udev-204-5ubuntu20.10. Downgrading to udev-204-5ubuntu20.9 solves the
