Report isn't sent after clicking "Continue" while details load

Bug description:
apport 2.6.1-0ubuntu1, Ubuntu Q
1. Trigger a crash in something.
2. When the error alert appears, ensure that "Send an error report to help
fix this problem" is checked.
3. Choose "Show Details".
4. While the spinner is still spinning, choose "Continue".
What happens: No progress window appears to show the Launchpad upload
process. But if you wait until the full details display, the progress
window does appear.
What should happen: Error reports are sent to the same destinations
regardless of when you click "Continue".
