  Bluetooth doesn't turn when flight mode was on during boot

Bug description:
  How to reproduce:

  1) Turn on flight mode (BT off).
  2) Reboot.
  3) Disable flight mode.
  4) Turn bluetooth on (via the system settings or the indicator).

  What happens:

  Bluetooth doesn't work, the toggle in the indicator switches back to
  off after a few seconds.
