Reassigning to ubuntu-download-manager, settings don't run all the time
so can't do periodic work, that needs to be a service. Not sure that
u-d-m is the right service but it's more likely valid than settings

  Support periodic detection of app updates

Bug description:
  Filing here for tracking until the approach is known

  Currently app updates are only reported to the user when they enter the 
settings app. 
  The user should be notified that app updates are available in a manner 
similar to system updates
