edge swipes stop working

Bug description:
Occasionally the system gets in a state where the left/right edge
swipes stop functioning. I've found no way to fix this other than
restarting the phone.
This is a critical issue given that the phone is mostly unusable
without these gestures, there is no way to switch between apps, or to
get out of an app, launch new apps etc.
The issue happens often enough to be a serious issue, but not
frequently enough for it to be reliably reproduced.
