  popup volume previewer should not show up when adjusting volume using
  a volume slider

Bug description:
  $ system-image-cli -i
  current build number: 21
  device name: arale
  channel: ubuntu-touch/tangxi-vivid-proposed
  last update: 2015-04-24 06:07:50
  version version: 21

  
  Steps
  1. swipe down from Sound Indicator
  2. slide on the volume slider
  => a popup volume previewer shows up
  3. enter "System Settings -> Sound"
  4. slide on the "Ringer" volume slider
  => a popup volume previewer shows up

  Expect
  In step2 and step4, 
  The popup previewer is unexpected, as there is already a slider shows the 
current volume status.
