This isn't a bug.  Each timezone has one key city per larger region, and
for Canada/Eastern, Toronto happens to be it.  As a Calgarian, I have to
suffer with my timezone being "Edmonton", so I feel your pain, but it's
not practical to alias every timezone to every town and city (and hamlet
and rural region...) that shares the timezone, so this is what we get.
