Backporting the fix in unity-scopes-api in RTM turned out to be too
complicated and risky, therefore I implemented the workaround in scopes
shell plugin (just for RTM).

Bug description:
  Using retail bq e4.5
  Saw an update for Today scope in the store today, so updated.
  After the Today scope was updated, I can no longer see the Today scope on my 
phone. 

  * No today scope running
  * No today scope listed from bottom edge.
